The “Skill Upgradation and Vocational Education Scheme” for Workers by BOCW Welfare Board
The “Skill Upgradation and Vocational Education Scheme” by the Punjab Building and Other Construction Workers Welfare Board (BOCW) is designed to support registered construction workers by offering financial assistance for acquiring new skills. This scheme covers the full course fees, boarding, and lodging for workers who enroll in technical institutions like ITIs, Polytechnic colleges, etc., to enhance their skill sets.

Eligibility Criteria:
For Registration as a Building/Construction Worker:
The applicant must meet the following criteria to register as a construction worker under the Board:
- Residency: The applicant should be a resident of Punjab.
- Occupation: The applicant must be an unorganised Building/Construction Worker.
- Age: The applicant must be between 18 and 60 years.
- Work Experience: The applicant must have worked in building and construction for at least 90 days in the last year.
- Income: The applicant’s monthly income should not exceed ₹15,000/-.
- Other Welfare Fund Membership: The applicant should not be a member of any other welfare fund under any law.
- EPF/NPS/ESIC Membership: The applicant should not be a member of EPF, NPS, or ESIC.
- Income Tax: The applicant should not be an income tax payer.
For Application of the Welfare Scheme:
- The applicant must be a registered construction worker with the Building and Other Construction Workers Welfare Board of Punjab.
- The worker should have acquired skill training from recognized technical institutions such as ITIs or Polytechnic colleges.
Application Process:
- Online: Workers can apply for the scheme through Common Service Centers (CSCs).
- Offline: Workers can also apply by visiting Sewa Kendras or Labour Inspectors/ Registering Officers in their area.
For Registration as a Building/Construction Worker:
- Visit the nearest Sewa Kendra or Labour Inspector for new registration.
- Complete Form No. 28 and pay a one-time registration fee of ₹25/- and a monthly contribution fee of ₹10/-.
For the Welfare Scheme:
- To apply for the Skill Upgradation scheme, visit a Sewa Kendra or Labour Inspector.
Important Notes:
- A worker becomes a Beneficiary by registering with the Board, filling out Form No. 28, and depositing the required fees.
- Registration can be for a minimum period of 1 year and a maximum period of 5 years.
Required Documents for Registration:
- Age Proof (Self-declaration if no official proof is available)
- Residence Proof
- Aadhaar Card (If available)
- Bank Account Details (Bank branch, account number, IFSC/RTGS number)
- Employer’s Certificate (Form No. 28) confirming 90 days of work in the last 12 months
- Nomination Form (Form No. 27)
For the Welfare Scheme:
- Certificate from the Training Centre/Training Agency confirming successful completion of training.
- Any additional documents as required.
