Ex-gratia Scheme: Disability Compensation
The Ex-gratia Scheme: Disability Compensation, implemented by the BOCW Welfare Board, Department of Labour, Punjab, provides financial compensation to registered workers who sustain either complete or partial disability while working in the construction sector. The scheme is designed for workers who do not have Health Cards under the Bhagat Puran Singh Sehat Bima Yojna, ensuring support in case of life-altering accidents or injuries.
Benefits:
- Compensation for Complete Disability: ₹4,00,000/- (one-time ex-gratia amount).
- Compensation for Partial Disability: The compensation is calculated proportionately at ₹4,000/- for each 1% disability. The total compensation amount cannot exceed ₹4,00,000/-.
Eligibility Criteria:
For Registration as a Building/Construction Worker:
- The applicant must be a resident of Punjab.
- The applicant must be a Building/Construction Worker (Unorganised Worker).
- The applicant should be between 18 and 60 years of age.
- The worker should have worked in building and construction for at least 90 days in a given year.
- The applicant’s monthly income should be ₹15,000 or below.
- The applicant should not be a member of any other Welfare Fund established under any law.
- The applicant should not have membership in EPF (Employees’ Provident Fund), NPS (National Pension System), or ESIC (Employees’ State Insurance Corporation).
- The applicant must not be an income taxpayer.
For the Application of the Welfare Scheme:
- The worker must be a registered member of the BOCW Welfare Board, Punjab.
- The worker must have sustained either complete or partial disability.
- The worker should not possess Health Cards issued under the Bhagat Puran Singh Sehat Bima Yojna.
Application Process:
Online:
- Workers can apply online via Common Service Centers (CSCs).
Offline:
- Registration Process as a Building/Construction Worker:
- To register as a construction worker, approach the nearest Sewa Kendra, Registering Officers, or Labour Inspector.
- Application Process for the Welfare Scheme:
- To apply for the Ex-gratia Disability Compensation, approach the nearest Sewa Kendra or Registering Officers/ Labour Inspectors in your area.
Registration with the Board:
- A construction worker becomes a member of the Board by filling out Application Form No. 28, depositing a one-time registration fee of ₹25, and a monthly contribution fee of ₹10.
- The worker can register for a period ranging from 1 year to 5 years. Once registered, the worker is recognized as a beneficiary of the Board.
