The “Leave Travelling Concession Scheme” by BOCW Welfare Board

The “Leave Travelling Concession (LTC) Scheme” by the Punjab Building and Other Construction Workers Welfare Board (BOCW) provides registered construction workers with financial assistance for journeys to religious or historical places in India or for visiting their hometowns. This initiative aims to support workers in their travel expenses, promoting relaxation and access to cultural and religious sites.

Benefits:

  • Financial Assistance: ₹2000/- as Leave Travelling Concession (LTC) for eligible registered workers.

Note:

  • LTC will be granted only after the worker returns from their journey and submits a self-declaration or proof through the Labour Inspector, Labour Enforcement Officer, or the nearest Suvidha Kendra.
  • In case of any incident during the journey, the worker will not be entitled to compensation under this scheme.

Eligibility Criteria:

For Registration as a Building/Construction Worker:

To be eligible for registration as a construction worker under the Board, the applicant must meet the following requirements:

  1. Residency: The applicant should be a resident of Punjab.
  2. Occupation: The applicant must be an unorganised Building/Construction Worker.
  3. Age: The applicant should be between 18 and 60 years.
  4. Work Experience: The applicant should have worked for at least 90 days in the last year in the building and construction sector.
  5. Income: The applicant’s monthly income should not exceed ₹15,000/-.
  6. Other Welfare Fund Membership: The applicant should not be a member of any other welfare fund established under any law.
  7. EPF/NPS/ESIC Membership: The applicant should not be a member of the Employees’ Provident Fund (EPF), National Pension System (NPS), or Employees’ State Insurance Corporation (ESIC).
  8. Income Tax: The applicant should not be an income tax payer.

For Application of the Welfare Scheme:

  • The applicant should be a registered member of the Building and Other Construction Workers Welfare Board of Punjab.
  • The worker must have traveled to religious or historical places in India or visited their hometown within the last two years.

Exclusions:

  • Beneficiaries who are receiving the LTC benefit under any other government department’s scheme will not be eligible for this benefit.

Application Process:

  1. Online: Workers can apply for the scheme through Common Service Centers (CSCs).
  2. Offline: Workers can apply by visiting Sewa Kendras or Labour Inspectors/ Registering Officers in their area.

For Registration as a Building/Construction Worker:

  • Visit the nearest Sewa Kendra or Labour Inspector for new worker registration.
  • Complete Form No. 28 and pay the one-time registration fee of ₹25/- and monthly contribution fee of ₹10/-.

For the Welfare Scheme:

  • To apply for LTC, visit your nearest Sewa Kendra or Labour Inspector with the necessary documents.

Important Notes:

  • A construction worker becomes a Beneficiary by registering with the Board by filling out Form No. 28 and paying the required fees.
  • Registration is available for a minimum period of 1 year and a maximum period of 5 years.

Required Documents for Registration:

  • Age Proof (Self-declaration if no official proof is available)
  • Residence Proof
  • Aadhaar Card (If available)
  • Bank Account Details (Bank branch, account number, IFSC/RTGS number)
  • Employer’s Certificate (Form No. 28) confirming 90 days of work in the last 12 months
  • Nomination Form (Form No. 27)

For the Welfare Scheme:

  • Rail/Bus Tickets or Taxi Bills of the journey
  • Self-Declaration from the beneficiary confirming the travel
  • Any additional documents as required.
