The “Mentally Retarded Children Benefit Scheme” by BOCW Welfare Board

The Punjab Building and Other Construction Workers Welfare Board (BOCW) has launched the “Mentally Retarded Children Benefit Scheme” to support the children of registered construction workers. This initiative is designed to provide financial assistance for the care of children with mental disabilities, ensuring that construction workers’ families have access to necessary resources.

Benefits:

  • Annual Financial Assistance: ₹20,000/- per year for the care of mentally retarded children (sons/daughters) of registered construction workers.

Eligibility Criteria:

For Registration as a Building/Construction Worker:

To be eligible for registration as a construction worker under the Board, the applicant must meet the following conditions:

  1. Residency: The applicant should be a resident of Punjab.
  2. Occupation: The applicant must be an unorganised Building/Construction Worker.
  3. Age: The applicant should be between 18 and 60 years.
  4. Work Experience: The applicant must have worked in building and construction for at least 90 days in the given year.
  5. Income: The applicant’s monthly income should not exceed ₹15,000/-.
  6. Other Welfare Fund Membership: The applicant must not be a member of any other welfare fund under any law.
  7. EPF/NPS/ESIC Membership: The applicant should not have membership in the Employees’ Provident Fund (EPF), National Pension System (NPS), or Employees’ State Insurance Corporation (ESIC).
  8. Income Tax: The applicant should not be an income tax payer.

For Application of the Welfare Scheme:

To apply for the benefits under this scheme, the applicant must be a registered member of the Building and Other Construction Workers Welfare Board of Punjab and have deposited regular contributions to the Board.

Additionally, the child of the registered member must have a mental disability or be mentally retarded.


Application Process:

  1. Online: Applications can be submitted via Common Service Centers (CSCs).
  2. Offline: Workers can apply at nearby Sewa Kendras or through Registering Officers/ Labour Inspectors.

For Registration as a Building/Construction Worker:

  • Visit a nearby Sewa Kendra or Labour Inspector to register as a worker.
  • Complete Form No. 28 and pay a one-time registration fee of ₹25/- and a monthly contribution of ₹10/-.

For the Welfare Scheme:

  • Visit the nearest Sewa Kendra or Labour Inspector to apply for the welfare scheme.

Important Notes:

  • A construction worker becomes a ‘Beneficiary’ after registering with the Board by filling out Form No. 28 and paying the fees.
  • A worker can register for a minimum period of 1 year and a maximum period of 5 years.

Required Documents for Registration:

  • Age Proof (Self-declaration if no official proof is available)
  • Residence Proof
  • Aadhaar Card (If available)
  • Bank Account Details (Bank branch, account number, IFSC/RTGS number)
  • Employer’s Certificate (Form No. 28) confirming 90 days of work in the last 12 months
  • Nomination Form (Form No. 27)

For the Welfare Scheme:

  • Aadhaar Card of the mentally retarded/disabled child
  • Medical Certificate issued by the Civil Surgeon confirming the mental disability/retardation
  • Joint Photo of the beneficiary and the disabled child
  • Life Certificate of the disabled child (to be submitted annually in January, available through the Jeevan Pramaan website)
