Tool Kit Scheme

The Tool Kit Scheme, implemented by the BOCW Welfare Board, Department of Labour, Punjab, is designed to provide financial assistance to registered construction workers who have completed training under the “Skill Upgradation” or “Recognition of Prior Learning” (RPL) scheme. This welfare initiative aims to help workers by reimbursing the cost of purchasing tools related to their profession, thus improving their ability to work effectively.

Benefits:

  • Financial Assistance: Up to ₹5,000/- for purchasing tools related to the worker’s profession.
  • Reimbursement Process: The benefit will be reimbursed only after the beneficiary has purchased the tools.
  • Reimbursement Frequency: A worker can avail the benefits of the tool kit scheme once every three years.

Eligibility Criteria:

For Registration as a Building/Construction Worker:

  1. The applicant must be a resident of Punjab.
  2. The applicant must be a Building/Construction Worker (Unorganised Worker).
  3. The applicant should be between 18 and 60 years of age.
  4. The worker should have worked in building and construction for at least 90 days in a given year.
  5. The applicant’s monthly income should be ₹15,000 or below.
  6. The applicant should not be a member of any other Welfare Fund established under any law.
  7. The applicant should not have membership in EPF (Employees’ Provident Fund), NPS (National Pension System), or ESIC (Employees’ State Insurance Corporation).
  8. The applicant must not be an income taxpayer.

For the Application of the Welfare Scheme:

  1. The worker must be registered under the Building and Other Construction Workers Welfare Board of Punjab.
  2. The worker must be paying contributions regularly to the Board.
  3. The worker should have received training under the “Skill Upgradation” or “Recognition of Prior Learning (RPL)” scheme of the Board.
  4. The purchased tools must be relevant to the worker’s profession.

Application Process:

Online:

  • The application can be made online through CSCs (Common Service Centers).

Offline:

  1. Registration Process as a Building/Construction Worker:
    • To register as a construction worker, approach the nearest Sewa Kendra, Registering Officers, or Labour Inspector.
  2. Application Process for the Welfare Scheme:
    • To apply for the Tool Kit Scheme, approach the nearest Sewa Kendra or Registering Officers/ Labour Inspectors in your area.

Registration with the Board:

  • A construction worker can become a member of the Board by filling out Application Form No. 28 and depositing a one-time registration fee of ₹25 and a monthly contribution fee of ₹10.
  • A worker can register for a minimum period of 1 year and a maximum period of 5 years. Once registered, the worker is called a beneficiary of the Board.

Documents Required

For Registration as a Building/Construction Worker:

  • Age proof (If no age proof is available, a self-declaration may be submitted).
  • Residence proof.
  • Aadhaar card (if available).
  • Bank account details (Bank branch, account number, and IFSC/RTGS number).
  • Details of dependents.
  • Employer’s Certificate (Form No. 28) – confirming 90 days of construction work during the last 12 months in Punjab.
  • Nomination Form (Form No. 27).

For the Application of the Welfare Scheme:

  • Certificate of RPL Training or proof of training from an authorized Training Centre/Agency.
  • Bills/Invoices for the purchased tools (with proof of relevant tools for the worker’s profession).
  • Any other documents as required.
